GOVERNMENT OF REPUBLIC OF SERBIA ADOPTED REGULATION ON TEMPORARY QUANTITATIVE RESTRICTIONS ON EXPORTS OF CERTAIN TYPES OF GOODS

The Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina received a letter, on September 18, 2012, from Rasim Ljajic, the Minister of Foreign and Internal Trade and Telecommunications of the Republic of Serbia, informing all CEFTA 2006 Parties that the Government of the Republic of Serbia on its session held on September 6th, 2012, adopted the Regulation on Temporary Quantitative Restrictions on Exports of Certain types of goods, in order to mitigate the consequences of extraordinary, long-lasting, and extreme drought in Serbia in 2012.

The Regulation bans exports of sunflower, soya bean and sugar beet for the period of 3 months. The purpose of the export ban of sunflower, soya bean and sugar beet is to curb excessive exports.

As a complementary measure, the Government of Serbia adopted a Decision to temporarily exempt, on an erga omnes basis, from import duties cereals and oil crops with the aim to boost the supply of these products through imports. Imports of the goods in question shall be exempted from custom duty until next year’s harvest, June 30th or August 31st 2013, depending on the kind of cereal and oil crop.

According to data on foreign trade with Serbia in 2011, BiH imported from Serbia only sunflower seeds and exported only a very small amount of popcorn.
