Placing decarbonization of the energy sector in the focus of its work, the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina in the past period actively worked on the development of the Integrated Energy and Climate Plan of Bosnia and Herzegovina for the period up to 2030 (NECP BiH). This is one of the most important strategic documents defining the energy transition process in Bosnia and Herzegovina, with the ultimate goal of achieving climate neutrality in 2050.

NECPs are medium-term plans in which countries describe how they will contribute to achieving the key common goal of the Energy Union. This goal implies the provision of safe, sustainable, competitive and affordable energy to all consumers, both households and businesses. Within these plans, the following key areas have been identified that need to be worked on to achieve the set goal:

  1. Decarbonization
  2. Energy Efficiency
  3. Energy security
  4. Internal energy market
  5. Research, innovation and competitiveness.

Also, the plans define targets that need to be achieved by 2030, related to the reduction of greenhouse gas emissions, increase the share of renewable energy sources in gross final energy consumption and the increase of energy efficiency in final and primary energy consumption. Within the NECP draft for BiH, the following targets for 2030 are given:

-          Reduction of greenhouse gas emissions compared to 1990, including sinks: 41.21%

-          Share of renewable energy sources in gross final energy consumption: 43.62%

-          Energy efficiency - Primary Energy Consumption: 6.84 Mtoe

-          Energy efficiency - Final Energy Consumption: 4.34 Mtoe.

The Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, together with the entity Ministries in the field of energy and environment and the Government of the Brčko District of Bosnia and Herzegovina, is responsible for the preparation of the NECP BiH, with the active technical support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) through the project "Decarbonization of the energy sector in BiH", as well as the support of the United Nations Development Program (UNDP) and the Energy Sector Assistance Project of the United States Agency for International Development (USAID EPA).

The draft of the Integrated Energy and Climate Plan of Bosnia and Herzegovina for the period up to 2030 can be downloaded here.

In the following period, the above-mentioned document will be published on the Ekonsultacije web portal, which will enable all interested parties, primarily citizens and representatives of civil society organizations, to get an overview of the document itself and give their comments, ideas and suggestions for its improvement.

In addition to the above, three public hearings on the draft document will be held during July 2023, in the following cities: Sarajevo, Mostar and Banja Luka.
